Stephen Miller

Chief Executive Officer

Stephen Miller is an internationally recognized expert in biometric application technologies and intelligent security systems, having led the early efforts for fingerprint-based access control systems and developed biometric systems for airports, prisons, and other high-security environments. Mr. Miller has served as advisor to many startups and well established security companies and has led numerous joint development efforts between American and Japanese companies. Recently Mr. Miller successfully introduced American based facial recognition and intelligent video technologies to China and Japan. Moreover, has advises various corporate executives of large international corporations within Japan, China, and India on security technologies.

Tony Otto

Chief Technology Officer

Tony Otto is considered one of the top biometric algorithm programmers in the United States, having developed algorithms and applications for casinos, banks, and commercial applications. He was among the pioneers in adapting emerging video compression technologies to real-world applications. As co-founder and Chief Technology Officer, Tony has developed and continues to advance EclipseIR™’s leading-edge core technology for biometric and facial recognition and systems. For the past 25 years, Tony has served as technical director and advisor for numerous companies and many startups in the video and biometric industries

Charley Smart

Executive Vice President of Operations and Communications

Charley Smart is a senior executive providing leadership in the development and management of all facets of strategic and tactical operations, product and project management, industrial and product design, product marketing, training, corporate and marketing communications, and sales-channel and customer support.  In addition to expertise in biometrics, his experience in data communications and telecommunications through market divestiture provides a solid understanding of technology-driven and high-growth corporations and markets. Mr. Smart provides extensive corporate experience with companies such as Tellabs, Progressive Computing, Network General, and Global Data, as well as having founded Corridor Communications, to provide operational, marketing and communications strategies and programs for technology-driven companies.

Lee Ann Clary

Chief Financial Officer

Lee Ann Clary brings 28 years of experience in the financial services arena with extensive background in financial and regulatory reporting for trading firms regulated by the CFTC, NFA, SEC and NASD. In addition to having been associated with multiple start-ups and firms adding new growth strategies, Lee Ann has served as an auditor for mid-level companies in the financial services, health care and manufacturing sectors; held positions of controller and chief financial officer for commodity and equity based firms; and has also served in preparing disclosure documents for commodity trading advisors and commodity pool operators.

Ingreed Guzman

Vice President of Sales, Latin Ameica

Ms Guzman is a leading sales person of High Technologies within Latin America.  She has a demonstrated background in forming strategic international partnerships. Currently she is responsible for the design of EclipseIR’s  market entry program throughout Latin America.  MS Guzman is fluent in both Spanish and English and resides in Bogota Colombia.

Tuli Levy

Vice President of Middle East and Europe

Tuli is an accomplished business development executive within the Middle East and Europe.  His expertise has been instrumental in the evolution of EclipseIR from government into private industry. He is well established in government, military, and private industry. .Tuli has extensive experience in biometrics with focus on law enforcemant, security, and commecial applications.

Maria Belisario

Vice President of Administration & Corporate Affairs

Maria Belisario is a senior executive in the biometrics industry with extensive experience in business operations. Prior to joining EclipseIR™, Ms. Belisario was Director of Administration, Human Resources and Finance, and served as Corporate Secretary for several high-tech companies in Silicon Valley. With more than 15 years working in highly dynamic, start-up environments, Ms. Belisario brings a comprehensive, core background in corporate legal affairs with concentrations in contracts, corporate matters, and small business or closely-held organizations. Ms. Belisario holds a Masters in Small Business Law (LL.M) and a J.D. both from Concord University School of Law; a Masters in Public Administration from California State University, East Bay; and a Double Bachelor’s Degree in Political Science and Biological Science from the University of California, Davis.
